  新华社北京2月3日电 外交部发言人陆慷3日答记者问时表示,所谓《美日安保条约》是冷战时期的产物,不应损害中国的 领土主权和正 当权益。他敦促美方停止在钓鱼岛主权问题上发表错误言论。

  有记者问:据日本媒体报道,美国国防部长马蒂斯访日期间重申《美日安保条约》适用于钓鱼岛 。中方对此有 何评论?

  陆慷说:钓鱼岛及其附属岛屿自古以来就是中国固有领土,这是不容篡改的历史事实。所谓《美 日安保条约》 是冷战时期的产物,不应损害中国的领土主权和正当权益。

  “我们敦促美方采取负责任的态度,停止在钓鱼岛主权问题上发表错误言论,避免使有关问题进 一步复杂化, 给地区形势带来不稳定因素。”陆慷说。

  “中方对日美有关言论表示严重关切和坚决反对。”耿爽说。

  耿爽说,钓鱼岛及其附属岛屿是中国的固有领土。无论任何人说什么、做什么,都无法改变钓鱼 岛属于中国这 一事实,不会动摇中方维护国家主权和领土完整的决心和意志。

  “我们坚决反对日本以所谓《美日安保条约》为名拉美国为其非法领土主张背书。”他说,日美 应谨言慎行, 停止发表错误言论,以免使有关问题复杂化,给地区和平稳定带来消极影响。

  关于南海问题,耿爽说,中方的立场是一贯、明确的。中国对南海诸岛及其附近海域拥有无可争 辩的主权。中 方坚定维护领土主权和海洋权益,坚定致力于同直接当事国和平解决争议,坚定致力于同东盟国家共 同维护南海地 区的和平稳定。中方在自己的岛礁上开展有关建设完全是中国主权范围内的事,与军事化无关。

  “有的国家或者派舰机到南海炫耀武力,或者挑拨离间,这才是推动南海军事化的最大因素。” 耿爽说,“我 们敦促美日客观理性看待南海问题,多做有利于南海和平稳定的事,而不是相反。”

China firmly opposes U.S. endorsement of Japan's illegal claim on Diaoyu islands

BEIJING, Feb. 13 (Xinhua) -- China on Monday firmly opposed the affirmation made by U.S. and Japanese leaders that the U.S.-Japan security treaty covered China's Diaoyu islands in the East China Sea.

"China expressed grave concern at and firm opposition to the statements [concerning the Diaoyu islands] made by Japan and the United States," Foreign Ministry spokesperson Geng Shuang said at a daily press briefing. "We firmly oppose that Japan asked for the endorsement of the United States on its illegal territorial claim in the name of the U.S.-Japan security treaty."

A joint U.S.-Japan statement issued over the weekend after Japanese Prime Minister Shinzo Abe's meeting with U.S. President Donald Trump in Washington D.C. affirmed that Article 5 of the U.S.-Japan security treaty covered the Diaoyu islands.

"Diaoyu island and its affiliated islets are China's inherent territory. No matter what anyone says or does, the fact that the Diaoyu islands belong to China cannot be changed," Geng said.

"China will never waver in its determination and will to safeguard national sovereignty and territorial integrity," he added.

He said that Japan and the United States should speak and act discreetly and stop making false statements so as to avoid complicating relevant issues and casting a shadow on regional peace and stability.

The joint U.S.-Japan statement also mentioned China's reef construction in the South China Sea. Geng said that China's construction on its own islands was "totally within China's sovereignty and has nothing to do with militarization."

Geng said that the leading cause of militarization in the South China Sea was that some countries had sent aircraft and vessels to show military force or drive a wedge between countries in the region.

He said that China had indisputable sovereignty over islands in the South China Sea and its adjacent waters.

He added that China was committed to solving differences with countries directly concerned in a peaceful way, and safeguarding stability in the region with ASEAN countries.

"We urge the United States and Japan to view the South China Sea issue objectively and rationally and do more to contribute to the peace and stability of the South China Sea, not the other way around," Geng said.

Commentary: Meddling in Diaoyu Islands issue doomed to be bad deal for Washington

BEIJING, Feb. 7 (Xinhua) -- Three days after U.S. defense chief James Mattis' remarks on the Diaoyu Islands in Tokyo, China conducted a new round of regular patrol in the territorial waters of the Diaoyu Islands on Monday, showing the world its firm will and determination to safeguard its national sovereignty.

During his first Asia-Pacific debut as defense chief, the former four-star general of the U.S. Marine Corps said Friday that the U.S.-Japan mutual defense treaty applies to the Diaoyu Islands, which was criticized by the Chinese Foreign Ministry as "wrong remarks."

Washington has long used the Diaoyu Islands as a fulcrum for an "off-shore balance," i.e., maneuvering Japan while pressuring China in East Asia, particularly under the administration of former U.S. President Barack Obama, who zealously promoted a "Pivot to Asia" strategy during the last eight years.

However, the decaying U.S. credibility in East Asia as well as the rising tensions in the region should make it clear to the new president, Donald Trump, that his predecessor's "Pivot to Asia" strategy is a deal with no winners and meddling in the waters around the uninhabited islands for so-called "offshore balance" will never pay off.

For one thing, interfering in the Diaoyu Islands issue only provokes China, as Beijing has made it crystal clear that there will be no bargaining over its core interests.

The Diaoyu Island and its adjacent islets have been an inherent part of Chinese territory since ancient times, which is an unchangeable historical fact, and the Chinese government has repeatedly warned that territorial issues are within the domain of its core interests.

If the lesson of Obama's administration in dealing with China offers any guide to Trump, the first and most important point should be ditching a zero-sum mentality, especially on the issue of the Diaoyu Islands.

For another, by meddling in the Diaoyu Islands issue, Washington is actually risking turning the islands into a powder keg, thus making the issue more complicated and bringing instability to the region.

Meddling in partners' core interests definitely hurts intimacy. Trump's business instinct should actually help him realize the simple fact that rivalry between partners hurts business. He and his cabinet members need to think twice about the issue of the Diaoyu Islands, and distance themselves from Obama's stance and approach.
