And then Gay Loong praised them later on and give them medals. Exactly what can we learn from the other countries? The only real lesson that singapore can learn and which Shan seems not to understand is that if you keep putting scholar shits in to run the SPF and Army, your response time will always be the same.

Singapore will learn from countries that suffered terror attacks: Shanmugam

SINGAPORE: The Republic will tap the experiences of countries that have been attacked by terrorists to aid in its own preparations for such scenarios, said Home Affairs and Law Minister K Shanmugam on Friday (Jul 22).
Mr Shanmugam observed the city's new emergency response teams (ERTs) patrolling the Esplanade on Friday afternoon, and said the officers' morale was high.

"They know that they're doing something extremely important for their country," he said.

When asked if Singapore's ERTs would look to their overseas counterparts to make their work more relevant and practical, Mr Shanmugam noted that there had been attacks in both neighbouring countries and those further afield, such as in Europe and the United States.
"We need to understand exactly how the attacks happened, what were the tactics, the response. Our agencies work with the other countries to understand the best practices and we try and bring them in."
In particular, Mr Shanmugam said there was a need to develop tactics to deal with the modus operandi of recent terror attacks, where the attackers have been aiming to kill as many people as possible and targeting "soft" spots, such as malls and concert theatres.

"In a matter of months, we had to identify the right fit of officers for the ERTs, train them, equip them, deploy them and plan the deployment all over Singapore ... pretty much all of Singapore has to be covered in some way cause the attacks can happen anywhere."
The new anti-terror officers - who will be the first to respond to terror situations - have been on patrol since June. Apart from showing their presence, they also talk to shop owners and staff at shopping centres to address their concerns and get their feedback on security issues.
The officers are armed with HK-MP5 submachine guns, wear bullet-proof vests and are trained to take down heavily armed attackers and minimise casualties.
"Over the next few months, the deployment will continue and the number of forces would be increased," Mr Shanmugam said.

Aside from the response by security forces, Mr Shanmugam said the response of the population was also important.
"If and when an attack takes place, the day after, how we respond as a community is very important," he said.

He elaborated: "We need to inoculate our population to get an understanding of the fact that there is a threat, the fact that an attack can happen and that we have to respond as a community together reaching across racial and religious lines. ... it is part of the Ministry of Home Affairs' strategy to bring that knowledge across to the entire country."
Citing the example of Israel, which Mr Shanmugam noted has been continuously subjected to attacks and took years to bring across a level of consciousness across the population, he said he was hopeful that Singaporeans would be more prepared for threats but this would not happen in a day.
"I'm optimistic that with the efforts that we're putting in, through intense ground efforts and public education efforts and targeting schools and businesses, we will create a much greater level of awareness and consciousness (in Singapore),” he said.
"We need to bring across the importance of this as a national project ... I would say it is a very important task; it is a work in progress."
