Ever since the Fair Consideration Framework was implemented in 2013, employers have been in tight competition to hire local talent in Singapore, says international recruitment firm Robert Walters.

“Employers in Singapore are increasingly seeking to hire Singaporean talent as supported by the Fair Consideration Framework,” managing director Toby Fowlston said on Tuesday, as the company unveiled findings from its annual Global Salary Survey.

The Ministry of Manpower implemented the framework in September 2013, which requires employers to “consider Singaporeans fairly before hiring Employment Pass (EP) holders”.

Hirers are also required to advertise jobs on the National Jobs Bank for 14 days, to help “make job vacancies more visible to Singaporean job seekers and facilitate a fair hiring process”.

Based on the survey of 771 job seekers and 496 hiring managers across seven Asian countries, employers in Singapore have been experiencing a shortage of local talent, especially in the areas of governance, digital strategies and accounting and finance.

“Employers continue to experience skills shortages in the areas of governance such as compliance, internal audit, legal and risk... As businesses continue to invest in digital strategies, IT and marketing professionals skilled in online content, project delivery… will be in demand," Fowlston said.

“Candidates within accounting and finance skilled in audit, tax and pricing will see opportunities in both permanent and contract positions as demand outstrips supply,” they added.

Meanwhile, the survey showed that 61 per cent of Singapore professionals do not communicate their unhappiness about their roles to their employers before searching for a new job. This is above the average of 58 per cent of professionals surveyed across the participating countries.

They are more likely to speak to their employers when it is “out of respect” (42 per cent) or when they would like to avoid any bridges burnt (41 per cent).

Robert Walters also shared that 39 per cent of surveyed professionals across the seven countries spent “an average of three to four years” in a role.

The top five reasons for leaving are:

1. Limited growth at the company

2. Feeling underpaid

3. No longer challenged

4. Feeling undervalued

5. Can no longer fit with corporate culture
