A former Singapore Polytechnic lecturer has been sentenced to six weeks’ jail
by the court today (27 May), for hitting a taxi driver with an umbrella and
punching him.

David Mark Papkin, an American holding a Singapore PR, was charged in court
last year (15 Feb 2012) with causing hurt to a taxi driver at a traffic light
junction on 14 Apr 2011.

The 47-year-old had drinks at Clarke Quay prior to taking the cab. During the
cab journey, he had been complaining about cab fare charges. When the cab
stopped at a red light at Dover Road, Papkin alighted from the cab and walked
away without paying the fare.
The victim followed Papkin to get the money, but
ended up getting punched. Papkin repeatedly hit the taxi driver with an umbrella
until it broke.

The victim had to take 10 days of medical leave.

According to LinkedIn information of Mr Papkin, he graduated from San Diego
State University with a Bachelor’s and Master’s degrees in Information Systems
in 1996 and 1998 respectively.

He was a system administrator, network engineer, system engineer and network
service supervisor working in various companies in the US since 1984. While
working, he studied part-time to obtain his degrees.

After graduating with a Master’s degree in 1998, he worked briefly for about
one year as a data communication analyst in another US multinational company
before landing a training job in Singapore in 2001. He worked as a trainer in
Netassist Services teaching Microsoft classes for about a year before he was
recruited by Singapore Polytechnic.

He was a lecturer in Singapore Polytechnic for about 10 years from end 2001
to end of 2011. He quit Singapore Polytechnic in Oct 2011 and joined F5 Networks
Singapore as senior network support engineer, providing remote technical product
assistance to customers and partners of F5 Networks.

Papkin is currently out on a $20,000 bail pending his appeal to the High
Court.
