No, the two examples are not the same. A woman can be guilty of an offence if she seduces, or even is seduced, by someone below the age of consent, which is 16.

On the other hand, in commercial sex, there is a client-worker relationship. The client seeks the services of the sex worker, not the other way around. Section 376B says that anyone who seeks the services of a sex worker who is underaged is guilty of an offence. It doesn't matter if the client is underaged, presumably, so long as the client is above the age of consent, which is 16.

The interesting scenario would be that of a client who is below 16. By implication, if a sex worker accepts the offer by such a client to have sex, she could be guilty of an offence.
