Yes, with THB crisis back in 1998 USD55-56, this translates to sgd rate 30.

Key here is link to USD. If USD slides, THB gains. So it's not strong THB on it's own, only relative to USD. Likewise, you see USD vs sgd at 1.5+ now vs 1.7+ in earlier years.
