Bro as a local I can help you a bit because probably you don't understand much.

Your hotel at Mangga Dua is in northern part of Jakarta, the closest middle class SPA would be Sands, Golden Crown and Delta at Gunung Sahari.

Sands:
Located at Mangga Dua Square in the same building with Novotel Hotel, they offer SPA with local & chinese PRC (a bit old) therapist and hanky panky are available but you have to negotiate yourself.

Golden Crown:
Less than 1 KM away at Glodok Plaza building, they offer SPA with local therapist and like Sands hanky panky are available.

Delta:
Located at Gunung Sahari walking distance from Novotel, hanky panky are more difficult and all the room are only using curtain without door.

Travel Hotel:
Located at Mangga Besar 8 West Jakarta around 2-3 KM from Mangga Dua, best value for the money. They have FL for only Rp. 290K but no massage since they are not a SPA.

Tropical SPA:
Located at Ruko Roxy Mas block C1 no 19-21 Central Jakarta, around 5-6 KM from Mangga Dua.
FL package: For only Rp. 365K (inclusive condom) you can have FJ with the FL for 45 minutes in VIP room and get bonus 1.5 hours free massage in standard room with senior therapist who can do very good massage. Upgrade to Junior suite room only Rp. 12K.

Therapist: Beautiful one are no. 01,08,09,10,16,19,36,54,58,68. Local Chinese therapist are no. 23,26,33,54 and 68.

For the club you mentioned as Tiara Ceria and Stadium is not worth to visit because Travel Hotel offer almost the same price with them but Travel Hotel's room are newer and cleaner.

X2 are exclusive Club where you can see a lot of rich Indonesian either native or local chinese, and a lot of them are pretty but they are not easy to get.

The club in Senayan is call red square and the chance is quite slim, they may even pay you to sleep with them.
CJ's bars a pick up bar, standard stuff you come, you nego and you bring back; quite simple.

FYI, Most of the massage parlor that are closed during the fasting will probably close between August 27 - 30 and not re-open until October 6th. Lebaran is the name of the end of the fasting month and appears to be scheduled for October 1 - 5.

For the a sure thing in the fasting month you could think of the take-away girls from Hartono escorts. Rather XXXexpensive though.
Other place you can try to find/conquer non-WG's/FL's in the posh bar/discoteques In Red squqre, X2, Hard asRock Cafe, Embassy, X Lounge - Vertigo, Dragonfly and Blowfish. They were open last year.
One more thing to think about is not the police raids you should worried about but those crazy FPI nuts that goes tearing and burning down places entrainment, in the name of the fasting months.
You do not want to be caught outside when they are doing their raids.
