According to my limited understanding, Sg govt 'liberalise' GL cat40 permit was largely due to the chaotic and overwhelming mess at Red Lantern pub next to Clifford Pier. The Police has to deploy Task Force Units regularly to conduct raids and regulate orders.

In order to regulate those vice activities brought in by the Thai gers, the Police decided to issue Cat40 WL permits selectively.

Why till now they don't issue similar permits to Indos / PRCs, their model answer is :

the key is REGULATE, controllable.

This kind of WL issue, the govt can only use 'pang lah-yang' tactics -- must hold the string at all times, cannot let go. But also cannot pull the string too tight (ie no WL at all), if not the string sure break loose.
