i heard that hinomaru system changed some time back. in the past the catch was that the girl will do fj BUT you must keep the condom on during the bj otherwise she wont do it. if you request for bbbj she wont do the fj. but now i heard it has changed to a normal pink salon system and price. or maybe you can opt for a longer course, like the 8000yen course and there might be a chance.

usually the idea of 'foreigner' is someone who is black or white. believe it or not they are the ones that face the most discrimination (cos they create most of the trouble). other than that it's a matter of the language barrier than race most of the time, because shops usually have so many 'rules'.
normally i don't mention places unless i have actually been to them, and i haven't been in japan for months. but if you want to find a good pink salon, take a trip to JR sugamo. it's not that far from shinjuku. enter 35.732888,139.740021 into google maps. that is the start of the alley that has a few pink salons. they don't care whether you're a foreigner or whether you can speak japanese. go to the street view, those shops that have signs like 3000円 are pink salons. you will see a red sign with the words ジャン！ジャン！ (jan jan) this is the place i normally go. BBBJ+CIM for 3000 yen before 4pm if i recall. that's like what, 50+ bucks? if cheonging in japan is expensive then what about cheonging in singapore??
