Health center can’t handle food poisoning, bad water

Ho Chi Minh City residents are increasingly at risk of food poisoning while agencies have demonstrated a deficiency in problem solving skills, officials said at a meeting Thursday.


Representatives from the municipal Preventive Health Center told members of the city’s People’s Council, which acts as the local legislature, that more than 1,600 people had suffered from severe food poisoning in mass cases last year.

Fourteen were killed by poisonous wine, according to the center.

Mass food poisonings at schools last year surged to seven cases from two in 2007.

The center, which is in charge of ensuring food safety and hygiene in the city, reported that health officials had not discovered the cause of more than half of the 42 major food poisoning cases over the past two years.

Cai Phuc Thang from the Department of Propaganda and Training at the city’s Communist Party Unit said he was angry at the reports and questioned the competency of the staff and equipment at the center.

Nguyen Sy Hao, deputy head of the center’s Food Hygiene and Safety Department, said in some cases, samples of the poisoned food or drink had not been collected while several cases had so many possible causes that officials couldn’t pinpoint the main factor.

Hao admitted there were times the center couldn’t figure out the problem even after examining the food that caused the poisoning.

Thang suggested the center needed to take control of food hygiene and safety initiatives even at the ward and commune levels.

“Ward and commune officials aren’t qualified to do that,” he said.

Deputy Nguyen Dang Nghia of the council said the preventive health center “shouldn’t let the residents live with unhygienic and unsafe food any longer.”

The center should have a review to identify difficulties so the city administration could help come up with solutions, Nghia said.

Drinking water not drinkable

As 67 percent of the city’s bottled water plants and 61 percent of ice-making plants failed hygiene inspections by the health center last year, councilor Nguyen Van Minh said the center should tighten its control over the ice making and water bottling process.

Also, 12 percent of the underground water used by city locals last year didn’t meet safety standards. The figure was higher than that in 2007.

“Residents cannot feel safe about the quality of water these days,” said council member Nguyen Thi Ngoc Hanh.

Pham Van Hai, vice chairman of the city’s Fatherland Front Committee, questioned the capacity of the preventive heath center, saying it might not be able to check the quality of all water supplies used by locals, including tap water and well water.

Hai asked whether the center had tested the water in Binh Hung Hoa A Ward of Tan Phu District, where many locals had complained of illness, and even death, due to bad water. Some residents said the water was even causing cancer.

But Hoang Thi Ngoc Ngan from the center said the agency had tested the water and found no poisonous metals or toxic chemicals.

Da Nang to explode in light and sound

Fireworks from across the globe are waiting to explode in one of the world’s most spectacular nights in Da Nang City later this month.

The pyrotechnic displays will mix light and music over the Han River on March 27 and 28 in the second annual Da Nang International Fireworks Competition 2009.

One competitor, Chinese fireworks manufacturer Liuyang Dancing, will employ its wireless firing technology used at the opening and closing ceremonies of the 2008 Olympics last year.

Designer and composer Liu Yongzhang says his display will tell a Chinese tale about a boy and a girl who find true love by protecting their growing affection against old-fashioned ideals.

A company spokesman says the performance, scheduled to take exactly 21 and a half minutes, will be a clear demonstration of Liuyang Dancing’s leadership in fireworks technology.

Howard & Sons Pyrotechnics from Australia will stage what it claims will be the world’s most memorable display.

The 87-year-old fireworks manufacturing giant with an impressive resume of 40 international performances and prizes to its credit will put on a 21-minute show.

Its “Southern Star” extravaganza will treat the audience to a colorful mixture of fireworks and symphonic, rock and Australian tribal music.

Also competing will be Spain’s Pirotecnia Zamorano Caballer, which presented fireworks at the coronation of Britain’s Elizabeth II decades ago.

With more than 20 top prizes from international fireworks competitions under its belt, the Spanish company is confident of wowing the crowd with its “Melody of Happiness” display.

Da Nang, on the central coast, will also be fielding a team, albeit one inexperienced in theatrical pyrotechnics.

“We’re competing mainly to learn from the others,” said a spokesman for the local team. “But rest assured we will give it our best shot.”

Helmets unsafe as makers cut costs: experts

Ho Chi Minh City Thursday announced that 11 out of the 12 helmet samples it tested recently failed to meet safety standards.


Brand samples that failed the tests included Song Hung producer’s Napoli brand, Kinota brand of Kim Ngoc Tai Company, Kano of Phu Gia Khang Company, Sava, Amotor and Nipa of Nghia Phat Company and a brand from Nguyen Bao Tin Company.

In the tests, the only helmet type that met safety standards was produced by Nghia Phat Company for an order from local Hong Bang University.

Before the tests, HCMC’s Market Management had fined Da Ly Company in District 6 on February 23 for making unsafe helmets.

HCMC Market Management’s Ly Ngoc Thang said a business can only start producing helmets for sale after its sample passes a safety test.

All 11 unsafe brands, however, were certified to carry CR stamps, issued for crash helmets that meet a set of safety standards, including size, weight, strength and visability.

According to the city’s Market Management, crash helmet producers have been engaged in unhealthy competition to minimize prices to VND35,000-40,000 (US$2-2.30) apiece, causing a drop in quality.

The Ministry of Science and Technology from November last year banned all helmets that didn’t qualify for CR stamps.

A test by the Vietnam Standard and Consumer Association (Vinastas) in April last year, four months after motorists were ordered to wear crash helmets, showed that more than 70 percent of the helmets on the city market did not meet safety standards.

Vinastas said 80 percent of helmets with quality control stickers were also unsafe.

Smart spam outwits mobile network providers

Vietnam’s mobile phone users are being tormented by a new wave of spam while major service providers are at a loss as to what to do about it.


Victims said the irritating messages have become more cunning and enticing in their content.

VinaPhone network user Tran Van Quang often receives messages asking him to see a collection of “beauties in bikinis.”

The message sender also asks him to text number 8741 to order the collection.

If replying to these messages, users could possibly be charged VND15,000 (US$0.86).

Phong Thuy Communications Joint Stock Company, which uses the 8741 number, denies sending such messages and made no further comment.

A deputy director of an advertising service provider, who wished to remain unnamed, said several other advertisers made text messages look like promotions from network providers to fool people.

The ads often gave the false impression that they were making free offers.

A senior official of Viettel Telecom, which provides the Viettel network service, said he was also spammed several times a day.

The messages, which come from normal mobile numbers, were phrased to sound familiar like a friend who is recommending a service.

Viettel Telecom and Vietnam Posts and Telecommunication Group (VNPT), which provides both MobiFone and VinaPhone network services, both said their call centers received thousands of complaints every day about the spam messages.

Ho Cong Viet, head of the VinaPhone sales department, said it’s hard to find the people to blame, because most spam comes from cell phone numbers of prepaid subscribers, who don’t need to provide their identity when registering.

“There’s not yet any ruling about message sending between individuals,” Viet added.

MobiFone subscriber, Nguyen Quang Tien, said he stops every time his cell phone gets a message because it could be important.

“But most of the messages are from numbers I don’t know, asking me to order collections of the hottest girls or most recent tones, to view lottery ticket results or to consult a fortune-teller,” Tien said.

He said the senders never answered when he called back.

Some spammers get around network providers by using prepaid SIM cards of one network to send to users of another network.

The receivers can only complain to their network provider, who cannot terminate the sender’s service.

By the time the two providers work it out, the spammer has used all the credit on the SIM card and has started using another.

Viet admitted that poor cooperation slowed the process.

Recently, Viettel issued a notice saying it planned to end contracts with advertising service providers if Viettel received 100 spam complaints about the provider’s number, such as 8741 of Phong Thuy Company.

After Viettel gave the recent notice, user complaints about spam dropped from 5,000 to 1,200 a day.

More bottled drinking water found with bacteria

Three more samples of bottled drinking water have failed health tests, the Ho Chi Minh City Health Department’s inspection bureau said Monday.


Aquaphar five-liter bottles produced on January 3, 2009 by Tam Dang Pharmaceutical and Trading Company were found containing pseudomonas aeruginosa, a bacterium that can cause respiratory and blood diseases.

Bottles of Golf brand water produced by Tan Tan Duc Manufacture and Trading Co. were also discovered with the same bacteria. The company had twice ignored instructions to cease production on February 17 and March 2.

Dowaco bottled drinking water made by Dong Xuan Manufacture and Trading Co. in District 12 was found contaminated with Coliform bacteria.

Registering sex domain names rises

Despite long-time concerns about sex domain names and their pornographic content, the Vietnam Internet Network Information Center has still approved and provided domain names to individuals and companies.

Sex domain names are still registered

While searching ‘sex’ on the internet, limiting the search within Vietnamese websites, users can find a long list of results. Most of the listed domains were provided by the Center.

The domain lauxanh.com.vn (‘brothel’) belongs to Zhuo Huang from US based Hi-Tek Inc while its sister lauxanh.vn was offered to Viet Nguyen.

Hi-Tek Inc also owns various domain names with sexual content, such as sexshops.vn, sexshops.com.vn, sex games.com.vn, sexy.com.vn, and sexy.vn, all distributed by the Center.

Domains, for example ‘sexy,’ can even be found in unrelated addresses, such as .edu – for educational use. The domain sexy.edu.vn belongs to Ngo Quang Hoa.

This is not the first time that the Center has released such controversial domains.

The first case became public when hinhsex.com.vn, registered in 2006, was a hub of pornographic material. This website was banned in 2008 after articles appeared in the media.

Releasing sex domain names

When asked about the issue, the Center said that they would still offer these kinds of domain names to the public if there is a demand and will keep control of the content. However, it is seemingly a big mission and not easy.

The case of hinhsex.com.vn is a clear example. After being registered, the website was not banned for two years and not because of the Center.

Various other searches like danvip, okie, and daythi, based around young teenage girls, with pornographic material were discovered by Lao Dong in 2008.

It took a long time for relevant departments to act. The Ministry of Information and Communications and the Centre took some time to consider the cases and finish completing administrative formalities before deciding appropriate punishment.

Websites with sexual content continue unmolested even when touched upon by the media.

Cell phones and discrimination in school

Mobile phones have become common among secondary and high-school students (photo for illustration only).

VietNamNet Bridge – Tra My, a sixth-grade student in a public school in the coastal city of Hai Phong, was very sad when she was teased by her classmates because she used a very old mobile phone.

“They looked at me like I’m an alien. All of them have cell phones with cameras and music players,” My told her mother.

My is using the cheapest Motorola hand-phone; S-Fone network gives it for free to new subscribers.

Since My was mocked by her classmates, the little girl only uses this phone at home to send text messages to her friends.

Mrs. Thoa, whose daughter is a student at a secondary school in Hanoi, said 90% of her daughter’s classmates have mobile phones.

“I planned to buy a cheap hand phone for my daughter to keep in contact with her. But when she told me that her classmates only use modern phones, I had to buy a better one so she would not get a complex,” Thoa said.

Five years ago, it was a “phenomenon” in class if a university student had a cell phone. In the past 2-3 years, mobile phones have become common among secondary and high-school students. Many parents not only equip their children with cell phones to keep in contact with them, but sometimes also to show-off.

“I think some parents are overindulging their children,” said Ms. Thanh, a high-school teacher.

“I’ve talked with many students and I was very surprised when they told me that their parents taught them to differentiate between the rich and the poor. For example, a rich family must have a spiral staircase and a rich person must have modern cell phones,” Thanh added.

Under the influence of advertising, many students know a lot about cell phone models. Thu Giang, an 11th-grade student, can tell you everything about new hand-phone models of Samsung or Nokia and even the models that are about to come out. After class, the schoolgirl sometimes calls on an Internet café to visit websites on mobile phones or buys a cell-phone magazine to “research”.

“If I don’t know about this, my friends would laugh in my face. If I don’t have money to change phones regularly, at least I have to know about cell phones to be able to comment like an expert,” Giang said.
