I thought I will put this out after finding out what actually happened and it is really sad to see Singapore sliding in this manner.

CAAS on 1st April, revoked the previous Code of Practice on service standards dated 2009 that Changi Airport and the Airlines had to comply. They however did not release it to the public. Below are the links to the 2009 notice (not the actual detailed standards) and the new notice on the code in April 2016 (also does not include the detailed standards) The notice are basically a copy, amend and paste. But here are the key difference

2006 - Code of Practice

In the implementation and enforcement of this Code, the CAAS will consider:
• how to best foster enhancements to service levels at Changi Airport;
• the impact on the reputation of Changi Airport as one of the best airports
in the world; and
• a holistic assessment of Changi Airport’s service levels attributable to the
Changi Airport licensee.

2016 - Code of Practice

(a) there is continued focus on service quality at Changi Airport; and
(b) the service standards remain relevant in the face of developments and changes in the operating environment.

Note that the following is missing in the 2016
