i can think of a couple of reasons:
1) dome 1 agents are more aggressive in persuading you to write reviews
2) the dome 1/2/3 girls see much more customers per day compared to dome L girls. more customers, more reviews
3) in dome 1, when you write positive FRs, your points tend to go up (probably upped by agents), so there's incentive to write the reviews
4) some dome 1/2 patrons make like 3-5 bookings a week. when making so many return visits, it really helps to be in the agents' good books (they'll be more patient and polite with you if you're a "valued customer").
5) for foreign girls, when their time is up, they go back, you never see them again, so you don't care if your review offends them. for local girls, you know they'll be reading their own reviews, and they kinda know who you are, so you don't quite want to offend them in any way. and even when writing a good review, you wonder if something like "looks: 8/10" would make them feel insulted because maybe they expect a 9/10. in the end, just write the safe and vague "shan't give numbers" or "pretty in her own way" kind of thing, or don't write at all.
