If I'm not wrong, it's only illegal when they solicitate for customer in the public. I think the main concern for FL is that some is here on social visit pass and want to avoid being in trouble with law as much as possible so that it will not affect their chances of coming back again. But if local FL faced this problem, they may report the matter to police as this guy is more or less consider extorting from them. But I guess most of them will still try to avoid getting in trouble (worse is to come out in news) and will relent to the guy.
