No more raids followed on Fields Avenue
Friday, September 17 No more raids have followed in Fields Avenue yesterday despite the reported prior objective of DILG and PNP's Special Action Force to raid a total of 10 bars, after three bars were raided on Wednesday evening. There were reports of inspections in different bars last night, none of which lead to any raids however. News of the crackdown was broadcasted on Bandila yesterday evening showing footage of over 200 'rescued', 'human-trafficked' staff from Camelot, Dirty Duck and Forbidden City bars. The short segment featured an interview with a family member of an arrested staff who was furious that his wife had been arrested and detained for over 12 hours despite there not being any charges. In response, authorities explained that the staff had been "rescued" from "human trafficking." A total of 2 underage staff were found in Forbidden city, 3 in Dirty Duck and 1 in Camelot bar. Human trafficking charges will be filed against these bars. After having had sufficient previous warnings, it comes as saddening news that Forbidden City, along with Dirty Duck which reportedly belongs to the same business group, have still allowed minors to work for the bars. Camelot reportedly had one minor who had been working at the bar for a week. |

Ex-cop Richard Agnew was thrown out of the Philippines after he was accused of running clubs where children were being sold for sex. But a Sunday World investigation today reveals how this sleazy Irish club boss is back in business in the cheapest red light district in the world - and business is booming. Our undercover team discovered how Agnew is heading up a sick campaign to lure Irish and international sex tourists - known as 'whorists' - to seedy clubs he represents in Angeles City in the Philippines. And they are coming in their droves from Ireland and Britain, America and Australia to sample the young girls who are for sale for as little as €20 a night. Angeles City is more than 7,000 miles from Ireland, yet it is here in this sick strip of sleaze and sex that two Irish men are fighting a battle of good and evil. In one corner is Agnew, the newly-appointed president of the Association of Bar Owners in Angeles City (ABAC) on Fields Avenue, where pimps prey on impoverished and poorly educated young girls who are regularly trafficked into the sex industry. Our exclusive pictures show the former RUC officer from Larne shamelessly draping the Ulster Rugby flag around his new dance troupe which performs in one of his seedy sex dens. In the other corner is crusading Irish priest and Nobel Peace Prize nominee Shay Cullen, who has devoted his life to saving minors who are forced to sell the only thing they own - their bodies. "As Irishmen, we feel ashamed of Agnew, who is propagating and leading this industry which casts a black shroud of evil over the community and corrupts young people," says Father Cullen, who has rescued scores of underage girls from the booming industry. "Poverty drives this but people like Agnew walk free. He was arrested a few years ago for operating a sex bar where minors were found. His punishment was to be deported, which of course is an anomaly. "Like others, accommodations are made, deals are struck and then these suspects, instead of being charged and put into jail, they walk free. Money can buy everything here." Today we reveal what happened when our team walked the streets of shame with Cullen and discovered a predator and paedophiles' paradise where we were able to buy a teenage girl for less than the price of a round of drinks. Fields Avenue is probably the cheapest place in the world to buy sex. With €20, you can purchase a young girl for an entire night - no questions, no contraception and tipping is at the discretion of the punter. It is populated by English, US, Korean, Australian and Irish men hunting for cheap thrills.They are Western giants compared to the tiny Asian girls who vie for their custom in the clubs and bars. Many are military or retired American servicemen once attached to the old Clark base that has left an indelible mark on this corner of the Philippines. Most are misfits lured by the promise of a willing young girl prepared to make them feel like a king for the price of a few pints back home. The music blares, neon lights flash and for those with a few dollars in their pockets, anything is for sale. Although it is illegal to procure an underage girl for sex, within hours of our arrival on Fields Avenue an undercover Sunday World reporter was able to employ the sexual services of a girl who admitted to being just 16. YOUNG GIRLS: Agnew with some of the girls who work in his seedy bar She is just one of hundreds of girls trafficked from the slums and impoverished country provinces - tricked into believing they are taking jobs as domestic servants and then put to work by evil pimps. Uniformed police officers patrol through the crowds and a hut at the top of the strip serves as a station for any of those unfortunate enough to find themselves on the wrong side of the law. Crime But the officers are not here to police the pimps: they are here to make sure the tourists aren't robbed and can go about their business without being the victims of crime. Incredibly, Agnew and his association freely admit that they have kitted out the officers. In a recent interview about his new role he boasts: "We supplied their uniforms and equipment - from their PNP-issue top-quality shoes and top-class radios, cuffs and police sticks. INSULT: Agnew drapes a very young girl in Ulster’s rugby flag "We kitted them out at great expense, but this is a matter of sending out the right image. There is this saying that "if you look the part, you act the part". And when tourists see these men in their confidence-inspiring uniforms, they feel more secure and safe." He later insists: "ABAC is not involved in the running of the tourist police force, but it is our hope that they should reduce petty crime like the snatchers, beggars, rugby boys and card sharks, and see to the 'sanitation' of the tourist belt." In reality, club owners are giving backhanders to the police to ensure that their premises are not raided. Our undercover team spoke to one bar manager who told us that once club owners pay up they can pretty much operate with impunity. It is this corrupt relationship between the police and the pimps that is fuelling a burgeoning trafficking industry where young girls from rural villages are literally being sold into the sex trade wholesale. Horrors SEEDY: Girls on show in one of the many bars on the strip Among the tourists who prowl Fields Avenue are predators on the hunt for 'Cherry Girls', or underage virgins, and are prepared to pay any price for the disgusting sport they call "cherry popping". Over our three nights undercover on the strip, we were regularly offered these girls who, for a few hundred dollars, can be delivered to your hotel room. At the Preda Foundation in nearby Olangapo, Father Shay Cullen sees the true horrors of Fields Avenue. He has rescued numerous minors from these streets in the years that he has been campaigning for human rights and proper policing of the sex industry. He provides the girls with counselling, with a safe home, with teams of lawyers to represent them in court, and gives them an education and a second chance at life. "The local politicians and business people, they are responsible for allowing all of this to continue because they are making big money out of it. "They are not satisfied. They are greedy for more money and profits out of this sex industry. They are casting a black shroud of evil over the community and corrupting the young people and leading them astray. The kind of future they are offering the women? It is as if this is the only thing they are good for and it is shocking." Incredibly, although he is 7,000 miles from home, it has been a fellow Irishman that has been Fr Cullen's arch nemesis in this battle for human rights that has seen him nominated for the Nobel Peace Prize. Agnew was arrested and charged in the Philippines in 2003 after child prostitutes were caught working in a network of bars alleged to be run by him. It followed a raid on his Blue Nile Club, where six girls aged 11 to 13 were discovered. Agnew said they weren't his clubs and was imprisoned. But charges were later dropped for lack of evidence. Agnew was deported but has since returned to Angeles City, where he has been operating lowkey in recent years. However, he has now raised his head above the parapet and appointed himself as the president of ABAC, a fledgling organisation that he says was set up at the request of the local mayor. His vision is to turn Fields Avenue into the new Pattaya, the centre of nearby Thailand's massive sex industry. Prosperity "If we can only get the bigname hotels here, then maybe we can reach Pattaya's level," he says. "In the end, it's all a matter of complying with the law. That's what we're trying to do for bars with ABAC.We're all for keeping things smooth. "I say we shouldn't dwell on differences. Now is the time to work for the prosperity of the tourism industry and in getting more investors from abroad to come." Agnew is strongly linked to a number of clubs including include the Blue Nile, Golden Nile and Cambodia, where he has a dance troupe called 'Daddy's Girls'. In our exclusive pictures, he is seen draping the Ulster rugby flag around them as he cavorts with the girls before they take to the stage. Punters in Angeles are seasoned 'whorists', many of whom trail around sex capitals of the world rating the girls and the services they provide against each other. Most understand the grinding poverty that has forced the girls out to work but feel they are simply getting value for their money on Fields Avenue. "It is a struggle and a battle against Agnew and his likes every day," says Fr Cullen. "We are all trying to fight for what is right and just - to try and keep alive the basic values of human dignity and human rights above all." |

Raids on Fields Avenue clubs questioned
Tuesday, September 21 Pepito Torres, Jr. and Angelo Lopez III, lead counsels of the arrested managers and employees of Forbidden City, Dirty Duck and Club Camelot which were apprehended in the raids conducted last September 15, filed a habeas corpus petition at the Regional Trial Court in Angeles City. Through the petition, the lawyers are contesting the legality of the detention of some 300 persons including club managers, waiters and waitresses, dancers and some customers from the aforementioned bars. The petition also demands that the 40 individuals, including one foreigner, still detained by the National Bureau of Investigation (NBI) and the Criminal Investigation and Detection Group (CIDG)-Angeles City be presented. Currently, they are still held in the PNP extension training school at Clark Freeport. The raids were ostensibly conducted on grounds of violation of the Anti-Trafficking in Persons Act. According to a recent article in SunStar Pampanga, the operations were green-lighted after a female dancer engaged in a sexual act with a civilian police asset, purportedly a violation of the anti-human trafficking act. Supposedly, criminal charges have been filed against the 40 detained on September 16 after the DOJ inquest. However, Flores, who stands as lead counsel for Club Camelot, claims that no case has been filed against the arrested persons as of yesterday, September 20. “This is already against their rights against detention,” said Flores. The lawyer added that the 36-hour leeway of the arresting parties to file a case has already lapsed. Lopez, who represents the employees of Forbidden City and Dirty Duck, meanwhile wonders why criminal charges should be filed on waiters, waitresses and cashiers among the arrested individuals whose jobs had nothing to do with the crime of human trafficking. Furthermore, Lopez reported that some employees of the two clubs he represented were compelled by police to say they were minors based on dental records when they had birth certificates proving that they were of legal age. |
