Tropical depression forms at sea as floods continue to ravage central Vietnam
By Toan Dao November 4, 2016 | 12:00 am GMT+7 Strong winds, stormy rains and rough seas are expected to hit the already beleaguered region later this week. A tropical depression has formed in the East Sea (internationally known as the South China Sea) and is likely to hit central Vietnam this week. At 7p.m. on Thursday, the tropical depression was about 200km (124 miles) southeast of the Spratly Islands, the National Hydro-Meteorological Forecasting Center reported. It is forecast to move westwards and will be around 220km southeast of Vietnam’s Phu Quy Island, part of the central province of Binh Thuan, at 7p.m. on Friday. In the next 24 hours, the depression is expected to trigger strong winds, stormy rains and rough seas in waters near the Spratly Islands and from the central province of Ninh Thuan to the southern province of Ba Ria-Vung Tau, the center said. The depression comes at a time when provinces in central Vietnam are still in the throes of deadly floods that have hit in recent days. At least eight people have died and two more are reported missing in the region, according to official figures. Reports from the National Search and Rescue Committee and the Ministry of National Defense show that flooding has killed six people in Quang Binh Province and two others in its southern neighbor Quang Tri. Two people from Quang Binh are missing and seven others have been injured.

Vietnam Is Updating Its Traffic Signs Published on Friday, 04 November 2016 10:37 Written by Saigoneer The Ministry of Transport’s updated national traffic signs, introduced earlier this year, will go into effect this month. Even though violations won’t be handed out until the new signs are installed, according to Tuoi Tre, drivers should begin to take note. Among these new signs is a nighttime speed limit, which indicates the upper speed limit for drivers after dark. Other updated signage includes a black-and-yellow emblem warning drivers at bends which could potentially cause large vehicles to overturn, as well as a sign prohibiting vehicles from overtaking on the right along a two-lane street. Ngo Hai Duong, head of the municipal department of road and traffic infrastructure management, told Tuoi Tre that Saigon began installing 1,147 new signs on Tuesday. Unlike before, the revised rule on overtaking vehicles applies only to two-lane streets with two-way traffic. For one-way streets with multiple lanes and two-way streets with multiple lanes in each direction, vehicles are allowed to overtake others from the right as long as they follow the speed limit. Vehicles are also now allowed to make a U-turn at intersections with “No Left Turn” signs. At those intersections which prohibit both U-turns and left turns, a new sign will combine both commands for drivers. The new rules and standards are part of a governmental effort to improve traffic nationwide. In Saigon alone, traffic jams are a costly problem and have seen a rise this year, as the number of traffic accidents in the southern hub increased for the first time in eight years.

HCM City confiscates illegally-imported guns
November 4, 2016 HCM CITY — Local authorities in Hồ Chí Minh City yesterday decided to confiscate a large number of guns illegally transported to Việt Nam, the Customs Office of the Tân Sơn Nhất International Airport said. In July 2015, the office worked with the Economic Security Department (A85) and relevant agencies under the Ministry of Public Security to examine three parcels without legal documents on a flight from Turkey to the Tân Sơn Nhất Airport. Following examination, the agencies discovered 94 pistols with laser sights, 472 new cartridge belts and other components, which were hidden as normal cargo. The weapons were made in the Czech Republic.

Ho Chi Minh City to impose two-day rule for business registration processing
TUOI TRE NEWS UPDATED : 11/04/2016 14:58 GMT + 7 Business registration applications in Ho Chi Minh City that are not processed by relevant departments within two days will be automatically approved, vice chairman Tran Vinh Tuyen said as the city steps up its commitment to facilitating a favorable business environment. Business registrations submitted to district administrations or the municipal Department of Planning and Investment should be forwarded within one day of their submission to relevant Departments for review, the vice chairman said. Business registrations in the lodging and tourism sectors are to be reviewed by the Department of Tourism; massage services by the Department of Health; karaoke bars and dance clubs by the Department of Culture and Sports; and petroleum and chemical-related businesses by the Department of Industry and Trade. The respective departments are to approve or reject the applications within two working days. Should no response be given during that period, the registration is considered approved and the Department of Planning and Investment or district administrations will then be authorized to license the business. The departments in charge of reviewing business registrations will be held accountable by the municipal People’s Committee for their approval, Tuyen said.
