Re: Tieng Viet lovers club
Chaos and calm on the roads of HCMC
======================================= What more can be said about Ho Chi Minh City traffic and driving behavior that has not already been said? From a westerner’s point of view, motorcyclists often do what seem like the silliest of things: cutting directly in front of turning cars and buses; so on, and so on. But on closer observation and reflection, there can sometimes be a gracefulness (and graciousness) underlying what at first looks to be slow-motion anarchy. Miraculously, rarely does anyone actually strike another vehicle. Somehow, most riders and drivers instinctively know the precise millisecond to back off and give way to another. Impressively, almost everyone keeps moving forward all the time, however slowly. Rarely is a fist shaken or a blow exchanged, despite what can look like the most exasperating of driving conditions that would lead to severe “road rage” in many other countries. So this is the paradox, to me, as a foreigner living with HCMC traffic. As the traffic volumes continually increase, as the proportion of cars on the road grow (well beyond the capacity of the infrastructure to support them), as the pollution and noise and general chaos seem to get ever worse, the people who use the roads mostly remain serene and devoid of any obvious frustration. This impresses me as a foreigner living in HCMC, and I have come to realize that although on one level these are just some observations about traffic and driving behavior, on another level they may provide fascinating clues into the Vietnamese psyche – into a culture that has seen so much and learned to deal with so many hardships and hurdles with good grace and patience, and still keep finding a way forward at all times. I talk to Vietnamese friends about the traffic and whether it’s ever going to get any better, and interestingly most seem resigned to accepting that traffic conditions never seem to improve much overall. New roads and bridges get built, but the road works associated with them seem interminable and for whatever reason the various different works are not properly coordinated to minimize disturbance to motorists. Then at the end of it all people see that the work was not done properly anyway and so the “finished” road or bridge does not quite do the job it was designed to do. The new road or bridge does not include a footpath allowing for safe pedestrian access. Or a road does not provide any safe turning area for a kilometer or more, forcing motorists to drive much further than they want before they can turn around and come back to the location they want to reach. So much waste of fuel and time, so much extra pollution that could be avoided. But while this kind of thing can frustrate foreigners, I don’t see much sign of it frustrating my Vietnamese friends and colleagues. They accept these things as facts of life. One day I hope the people of HCMC and Hanoi will get the advanced public transport systems that great modern cities deserve in the 21st century, releasing much of this traffic pressure. But in the meantime I know my Vietnamese friends and colleagues will continue to deal with the realities of relentless traffic chaos and disruption with enormous patience and good grace – and a serene confidence that they will somehow always reach their destination safely each time.
