Jobs are taken by foreign hands, local constructors warn ============================================ Chinese contractors have won many key construction projects in Vietnam and are undermining the local economy by using Chinese workers, products and equipment, a seminar in Hanoi heard last Friday. Many of the products and equipment are available in Vietnam, local constructors said. The seminar was held to discus the government’s stimulus program for the building sector. As the country faces its lowest pace of expansion in a decade, the government is planning to boost spending on infrastructure and industrial projects to try to boost industrial growth. However, Tran Ngoc Hung, chairman of the Vietnam Federation of Civil Engineering Associations, said foreign contractors, mostly Chinese companies, have won numerous key projects in the electricity, cement, building and chemical sectors in Vietnam. “It’s of great concern that Chinese contractors usually bring thousands of workers and equipment [to Vietnam], while Vietnam is totally capable of providing for such needs,” Hung said. Nguyen Cong Luc, a senior official at the Government Office, said he knew one construction project in northeastern Quang Ninh Province employed more than 2,000 Chinese workers. Many Chinese workers in Vietnam hold only tourist visas, not working visas, said Tran Van Huynh, chairman of the Vietnam Construction Material Association. Huynh said he once visited a cement plant built by Chinese contractors in Vietnam and found “even a simple toilet was imported from China, not made in Vietnam.” Tran Hong Mai of the Ministry of Construction said Chinese contractors often won contracts because they may have received “several forms of support from their country, including fiscal benefits, to lower the price of the tender.” According to the Law on Procurement, Vietnamese bidders must be prioritized, Mai said, adding many investors may have forgotten the regulation. According to the Ministry of Industry and Trade (MoIT), the country will invest nearly US$110 billion in developing the power, construction materials and chemical industries between 2000 and 2015. The online VietnamNet newswire earlier this month said the Vietnam Association of Mechanical Industry has also called for the government to give preference to local businesses in selecting general contractors for major industrial projects. No local contractors could beat their Chinese rivals in terms of bidding prices, the association claimed. Of 11 coal-fired power plants and 18 cement plants under construction nationwide, Vietnamese companies could win only one contract in each category, it said. However, at a recent meeting at the MoIT, Deputy Minister Bui Xuan Khu stressed the importance of transparent procurement $$$$$$$$. HCMC to release roadwork map
============================= Compiled by Thuy Hang Ho Chi Minh City Transport Department next month will release an online map of roadwork to help residents avoid traffic jam hotspots. With 12 infrastructure projects underway, the city has 221 street barriers in 76 streets. With most street barriers in the middle of the road, traffic jams are a daily headache for commuters in the city of 6 million people. The HCMC environmental hygiene project along the Nhieu Loc and Thi Nghe canals has the most barriers of any of the projects, with 124 barricades in 27 streets. The department said it will regularly update the map on the city’s official website to show the location of new street barriers. This year, the city plans to dig up 75.4 kilometers of road in 104 streets for infrastructure projects, including three drainage projects in main streets such as Hai Ba Trung, Tran Quang Khai, Le Van Sy, Cach Mang Thang Tam and Dien Bien Phu. In 2008, construction firms completed 49.6 kilometers of road works, about 43 percent of projects underway in the city. The HCMC Traffic Safety Committee said the city had experienced 13 traffic jams in the first two months of this year. Last year, there were 48 traffic jams, according to the committee. Staff shortage stalls safety inspections ================================= VietNamNet Bridge - The HCM city’s Health Department is short of personnel and capital to adequately inspect facilities for food safety and hygiene, according to health officials attending a conference held on Thursday in HCM City. While the number of unlicensed markets is on the rise in HCM City, teams of market inspectors still lack staff and adequate funding to carry out enough food safety and hygiene checks across the city. Le Truong Giang, deputy head of the Health Department, said most inspectors were newly hired and lacked specialised knowledge and experience. Few food analysis and testing laboratories exist in the city, and testing and identifying the cause of food poisoning cases is carried out slowly, especially in the city’s districts. Inadequate city regulations on food safety and hygiene and compensation policies for victims of food poisoning and other consequences of unhygienic spots were impeding progress, according to Giang. Management oversight of wine manufacturing and trading units was also difficult because more and more companies were setting up shop, he added. There had been an increase in the number of slaughtering facilities as well, an official of the Health Department’s inspectorate said. The city’s management of street vendors was also weak, he added. In addition, according to the Department of Agriculture and Rural Development, farmers’ use of so many kinds of pesticides and other chemicals have made it difficult to test their produce for safety. Squatters increase An official of the Department of Industry and Trade said the number of squatter markets was increasing and that the management of food products in the markets was becoming too demanding for city inspection staff. The Health Department has asked that district People’s Committees strictly regulate markets so that similar food products, such as seafood, are sold in separate areas. The department has also asked the city government to create specific policies on safety violations and compensation rates for victims of food poisoning. The Food Safety and Hygiene Management Office of the Health Department has been asked to continue with public education campaigns on food safety and hygiene. Huynh Le Thai Hoa, head of the office, said that despite a variety of safety education campaigns, many people, including migrant workers and the poor, were eating at unhygienic places. Safety awareness, including wearing protective clothing at work and medical check-ups, is low among the general population. In the near future, the Health Department will work with other agencies to organise a conference on the management of street vendors, officials said. VietNamNet/VNS
